Who Server should be able to be configured to allow users to login with an identifier pointing to a silo account. These are proprietary services such as Twitter, GitHub, Reddit, etc. A Silo typically requires relying parties to register as an "app" to be able to authenticate with them; thus, this is optional and in phase 2.

Furthermore, with IndieAuth support (#13) we can delegate any IndieAuth identifiers backed by Silos to IndieLogin.com, which lessens the need for us to support them directly.
